Subject: [PATCH] doc: Adjust "Building from Git" instructions.

* HACKING (Building from Git): As a follow-up to ff1cbb9, update the
  error reported when pkg.m4 is missing.  Suggested by
  John Darrington <john@darrington.wattle.id.au>.
