Flexible compensate_non_equilibrium_initial_residuum

As discussed in the TH2M/TRM task force meeting, the approaches to this target are:

1. set the input of compensate_non_equilibrium_initial_residuum as mandatory in the project file.
2. add an option to exclude all compensation, or the compensation from source term under the tag of compensate_non_equilibrium_initial_residuum.
3. add an option to compensate_non_equilibrium_initial_residuum to disable the residual compensation by primary variable.
