Apply the strain dependent permeability

wenqing requested to merge wenqing/ogs:apply_strain_dependent_permeability into master

This MR enables the usage of the strain dependent permeability, which is presented in MR !3236 (merged), in the local assemblers of HM, RM and THM. Besides, as an improvement of assigning the mechanical variables of permeability models, a common function was introduced in order to avoid code duplication.
