Enable compiler warnings for executables

Some time ago we set the compiler warning level globally. Then we switched to target based setting of the warning level but I forgot to also set them on executables so in the meantime these warnings were suppressed.

Added CMake drop-in replacement for add_executable() -> ogs_add_executable() which sets the warning level appropriately.

Also fixed warnings which popped up.
