Renamed OGS_INSTALL_PETSC to OGS_INSTALL_EXTERNAL_DEPENDENCIES.

Merged Lars Bilke requested to merge bilke/ogs:install-tfel into master

Option is now more generic and now also installs MFront / TFEL.

Make sure to set CMAKE_INSTALL_PREFIX as well.

Fixes https://gitlab.opengeosys.org/ufz-bgr/hpc/docs/-/issues/13.
