CMake cleanup and improvements

Some improvements possible by the recent CMake bump to 3.22:

  • Better Python finding logic
  • Simplified some find_package()-calls
  • Some cleanups
  1. Feature description was added to the changelog
  2. Tests covering your feature were added?
