[CL] add a new type of chemical solver "self-contained chemical solver"

In this pull request, we add a new type of chemical solver "self-contained chemical solver". The use of such a chemical solver allows one to customize the chemical reaction system. Here we demonstrate its functionality by solving the decay-chain problem.
