[cmake] Switched to tfel rliv-4.0 branch.

• Switched to rliv-4.0-branch of tfel: https://github.com/thelfer/tfel/tree/rliv-4.0
• Switched to rliv-2.0-branch of MGIS with a few CMake-fixes from our side: https://github.com/ufz/MFrontGenericInterfaceSupport/tree/rliv-2.0-ogs

Our CMake modifications in tfel are already merged.

After merge and everything runs fine for some time I will propose a MR on MGIS with our fixes.
