[ci] New job include-what-you-use

Lars Bilke requested to merge bilke/ogs:iwyy into master

Job must be triggered manually. Prints include issues in the log.

Can be used locally with:

cmake --preset ci-iwuy
cmake --build --preset ci-iwuy
  1. Feature description was added to the changelog
  2. Tests covering your feature were added?
