[ci] Fixes for win jupyter ctests

Lars Bilke requested to merge bilke/ogs:win-jupyter into master
  • [CI] ctest on win now properly reports exit code
  • execute notebooks with papermill instead of nbconvert to also get print outputs from the notebook on failure
  • some ruff / pyproject fixes
  • some relaxed tols for win
  • had to disable one notebook on win (see commit message for details)
