feature matrix generation integration in build process

Integrated the feature matrix generation into the OGS build process. The way that xml-files are read was unified for the generation processes of the tag documentation and the feature matrix generation.

  • Included feature matrix generation files in scripts/doc

  • Unified how xml-files are read

  • Restructuring of the link generation for links between to the documentation pages was necessary

  • Added new cmake target "feature_matrix"

  • Add this merge request to the changelog
