Adds small epsili to the diagonal. One open question: should this functionality move to NewtonStepStrategy.h or is this place already the right one?

This is a typical example (based on the DECOVALEX TRF benchmark) how the convergence behavior can be improved using the regularization (starting in iteration 11).
