Add second option for parameterization of thermo-osmosis

Now thermo-osmosis can be parametrized with kT by providing thermo_osmotic_coefficient in the solid phase block. This MR adds an option to parameterize it alternatively with thermo_osmotic_permeability. OGS will use it to calculate thermo_osmotic_coefficient internally - depending on medium permeability and liquid phase viscosity. Both thermo_osmotic_coefficient and thermo_osmotic_permeability are defined on the medium level.

BREAKING CHANGE:

thermo_osmosis_coefficient is moved from the solid phase to the medium level. There is a conversion script written in Python available in ProcessLib/Commons/ThermoOsmosis.
