Completing a simulation of a 2D steady diffusion problem with QUAD4

Current status
Working:
- Assembly for quad4 of u'' = 0
- Dirichlet boundary conditions using penalty method
- Assembly into GlobalDenseMatrix (small problems due to memory) and sparse LIS matrix
- Solution with Gauss or CG wrt matrix type
In work:
- Reading of boundary conditions (not yet merged https://github.com/endJunction/ogs/tree/XmlIO_FEM or https://github.com/TomFischer/ogs/tree/XmlIO_FEM)
