Add option to handle `include` tags in any prj file top level tag

The option to include external files into the *.prj is heavily used in many OGS6 benchmarks. The statement occurs across many top level tags in these benchmarks, howwever, r2ogs6 currently supports only include tags in the top level tag processes.
