Use c++14.

This would usually go into 'create' methods, type check there.
Now it is indicating the place where the type decision is made.

Call make_unique for specific type.

Search length configuration

If a build failed the report was not published before.

This is needed for polymorphism of the SearchLength alg.

Need this as a preparation to have several searchers for different boundary conditions.

Ensure that MeshNodeSearcher uses correct search length algorithm.

This fixes #https://github.com/ufz/ogs/issues/1799.
