[PL] Resolve circular dep. HTBHE<->BC.

Putting them in own HTBHE namespace.

Passing the bhe type to the BCs is not necessary, just a callback.

Is required when CVode is installed in a non-standard location.

The CMake var CMAKE_ARGS was removed on the second CMake run.
As CMake runs always twice at least this removed the help info.
I changed implementation to simply cache the variable and set it
on the first CMake run only.

Fix conan (Default) vs System library selection

The list of libraries which are to be included or excluded
from the conan's list of required libraries must preceed
the conan include(ConanSetup) line. Otherwise the selection
does not have any effects.
