[PL/HT] Use MPL in HT process.

[PL/HT] Use MPL storage in staggered HT.

- Set copy/move construtor as deleted.
- Set copy/move assignment as deleted.
- Finalize  class.

Used the following reference implementation:

The QVTKWidget is deprecated in VTK-8.1.

[PL] Resolve circular dep. HTBHE<->BC.

Putting them in own HTBHE namespace.

Passing the bhe type to the BCs is not necessary, just a callback.

Fix ogs --help / --version
