The time for the linear solver is written already in NonLinearSolver::solver().

Update CTests

Add NOT OGS_USE_MPI to explicit requirements for the non-mpi tests.
For the parallel tests require mpi.

Due to renames and const-correctness in vtk-7.1 to of the
*Value() functions appear in const version now.
The *TupleValue() functions are renamed to *TypedTuple().

Handles optional simple boolean expression which has to be true to
enable the test, e.g.
