Handles optional simple boolean expression which has to be true to
enable the test, e.g.

AddTest(
  ..
  REQUIREMENTS OGS_USE_PETSC AND (OGS_USE_EIGEN OR OGS_USE_LIS)
)

Should fix ccache too.

The scripts load the required modules on envinf1. Simply source them:

source scripts/env/envinf1/cli.sh

Especially useful on envinf1 where the module eigen/3.2.8-1-cmake
in /global/apps sets this variable.

Add some documentation and remove unused code lines.

Using yapf-0.14.0.

Actually move to documentation as an example.

make package should package DLLs but this did not work: it is necessary
to run make package at least twice. As an alternative shell scripts
generating a complete package are provided. They can be found in the
build directory and are invoked as follows:

Win:  CALL package.cmd
*nix: bash package.sh

This enables downloading of binaries on each Pull Request.

This should speed tests up significantly especially large tests.

INSTALL_COMPONENT was not defined and therefore the shared libraries
were not installed.
