Clang minimal image was outdated and is not required anymore.
On the old image an old Conan version was installed which had
this bug:

Which lead Sanitizer-jobs to fail...

Include some suppressions for python, omp, and ld_load.

Currently tested on eve. Docker uses 7.4.

- modulecmd is in another directory
- added fatal error when not found on eve

Update servers for 17.10 were not available anymore.

ccache --print-config is not a valid option since
ccache 3.7. Using specific config access.

The CMake var CMAKE_ARGS was removed on the second CMake run.
As CMake runs always twice at least this removed the help info.
I changed implementation to simply cache the variable and set it
on the first CMake run only.

- enabled version suffixes such as -rc1
- git hash is omitted when on a tag

RPATH is now executable_path/../lib only.

Speeds up CMake run significantly and reduces Conan output a lot.
