simplify and remove the useless code in the benchmark input file;
update the pipeline network structure in the benchmark;
update the benchmark web files.

Fixes #2791.

With the current implementation it seems not possible
to recreate the previous solution. That may be due
to previous parameters being a bit contradictory
(the storage term doesn't add up with the remaining
paramters)

The file is read by CMake (via new a json parser submodule) and
the web site generator and provides info on required clang and
gcc versions. This info will be expanded in future commits.

Goal is to have a single source of truth for versions infos and
maybe other requirements.

On CMake you access the info via `ogs.`-prefixed variables:

    ${ogs.minimum_version.gcc}

In Hugo you access the info via the new dataFile-shortcode:

    {{< dataFile "versions.minimum_version.gcc" >}}

Delete the unused variables in the script

This disables building of all processes, e.g. if you want to just
build the utils.

Setting OGS_BUILD_CLI=OFF also disables all processes.
