Use multiple mesh infrastructure for balance calculation.

First forward it to the HT process creation procedure that forwards it
to the class Balance.

Use Conan per default when available

Developer having Conan installed typically also want to use it
for third-party library handling. This avoids strange things
happening when switching Conan to ON from the CMake GUI.

TM sigma_ip output for restart; vectorial sigma/eps output.

Also always use the integration method's getNumberOfPoints()
function to get the value.

use pandoc, not md, because of formula rendering.
