Class to store active/inactive status for mesh elements

This allows to specify optional submodules which are checked out at
CMake-time. This is intended to use on Jenkins, e.g.
cmake .. -DOGS_ADDITIONAL_SUBMODULES_TO_CHECKOUT=ThirdParty/VtkFbxConverter

re-implemented vtu read- and write-functionality using boost xml and property trees. compressed data is not yet supported.

Adding findDataArray() and getXMLAttribute() helper functions for parsing boost's ptrees.
