Handles optional simple boolean expression which has to be true to
enable the test, e.g.

AddTest(
  ..
  REQUIREMENTS OGS_USE_PETSC AND (OGS_USE_EIGEN OR OGS_USE_LIS)
)

When there is no wrapper specified then there simply is no wrapper
which results in a no-op.

This enables ctest on Windows and fixes #1403.

time-Wrapper can still be used!

This allows for:
cmake ../ogs -DOGS_BUILD_UTILS=ON
make ctest

This will build the required executables bedore running the tests.

Fixes missing executables on clang-sanitizer Jenkins job.

Computing the expected file name collided with including the time in output file
names.

Fixed a missing include.

Test output files are written to ${CMAKE_BUILD_DIR}/Tests/Data.

As a WIP data files have to be in ${CMAKE_SOURCE_DIR}../data

Used in the diff tester.

The new AddTest_SOURCE_PATH includes the
ExternalData_SOURCE_ROOT in AddTest.cmake.

- flexible AddTest() parameter parsing
- added parameter for
  - executable arguments
  - referenced external data files
  - diff data files
- gives fatal errors when a requirement for a specific wrapper or tester is not met
