Revert "Bump minimum gcc to 8.4."

This reverts commit 4c0d64f1e26302fa5d67b869d96acbe086874cb9.

On Ubuntu 19.04 Docker image with gcc 8.3 it did not work but on
Eve gcc 8.3 it does work.
