Include "filesystem.h" (a generated header file) which provides
fs namespace:

- Add ThirdParty directory before CompilerSetup.cmake
- Enable CMP0092 (https://cmake.org/cmake/help/v3.15/policy/CMP0092.html)
- Unified compiler flag setting

Removed jedbrown cmake modules, copied FindPETSc.cmake over.
Check for required Git version.

Added simplified FindNetCDF.cmake to cmake submodule.
Have not tested this with system-installed netcdf.

Install required Conan libs into package.
Fixed Conan CMake variable typo.
