Somehow http://ftp.mcs.anl.gov/pub/petsc/externalpackages/f2cblaslapack-3.4.2.q4.tar.gz
cannot be downloaded via PETSc's configure script. Therefore manually
downloading before configure.

Will trigger a rebuild.
