build-expression->derivation: Move module forms at the top-level. 

* guix/derivations.scm (build-expression->derivation)[module-form?]: New
  procedure.
  [prologue]: Add any form of EXP that matches MODULE-FORM?.
  [builder]: Remove any MODULE-FORM? from EXP.
