linux-initrd: Populate the initrd's store with complete closures.

* gnu/system/linux-initrd.scm (expression->initrd): Add 'graph-files'.
  Use (guix build store-copy) and 'populate-store' instead of local
  hack.  Pass #:references-graphs to 'gexp->derivation'.
