emacs: Add code to run guix command in REPL.

* emacs/guix-base.el (guix-run-command-in-repl, guix-command-output,
  guix-help-string): New functions.
* emacs/guix-main.scm (guix-command, guix-command-output, help-string):
  New procedures.
