build-system/gnu: Augment `package-with-explicit-inputs' for cross builds.

* guix/build-system/gnu.scm (package-with-explicit-inputs): Add
  `native-inputs' keyword parameter.  Allow INPUTS and NATIVE-INPUTS to
  be thunks.
