distro: Add packages that get Coreutils, Binutils & co. from tarballs.

* distro/packages/base.scm (package-from-tarball): New procedure.
  (%bootstrap-base-url, %bootstrap-coreutils&co, %bootstrap-binutils):
  New variables.
