gnu: base: Fix a bug that occurs in non-Linux systems.

* gnu/packages/base.scm (tar): Apply patch.
* gnu/packages/patches/tar-d_ino_in_dirent-fix.patch: New file.
* gnu-system.am (dist_patch_DATA): Add it.
