doc: Move the NGinx service configuration documentation together.

* doc/guix.texi (Web Services): Add documentation for
  nginx-upstream-configuration and nginx-location-configuration.
  (VPN Services): Remove documentation for nginx-upstream-configuration and
  nginx-location-configuration.
