gnu: Require NEON on armhf.

* gnu/packages/gcc.scm (gcc-configure-flags-for-triplet): On armhf,
  include --with-fpu=neon.
* doc/guix.texi (GNU Distribution): Document that our armhf port
  requires NEON.
