gnu: libtool: skip a test that fails on MIPS N32. 

* gnu/packages/patches/libtool-skip-tests-for-mips.patch: New file.
* gnu/packages/autotools.scm (libtool): Add patch.
* gnu-system.am (dist_patch_DATA): Add patch.
