gnu: cmake: Disable parallel tests. 

* gnu/packages/cmake.scm (cmake)[arguments]: Add #:parallel-tests?.
  Set 'CTEST_OUTPUT_ON_FAILURE' to 'TRUE' in 'set-paths phase.
