gnu: rottlog: Fix aarch64 cross-compilation.

* gnu/packages/admin.scm (rottlog)[arguments]: Add a 'fix-configure phase to
replace outdated config.sub and config.guess, without aarch64 support,
[native-inputs]: add "automake".
