gnu: automake: Update to 1.13.2.

* gnu/packages/autotools.scm (autoconf-wrapper): Wrap `configure' files
  regardless of the exit code of `autoconf'.  Triggered by Automake's
  `t/am-prog-cc-stdc.sh'.
