[vis] raster time series to point cloud

I'm not sure if this even belongs here: This is a cmd-line-tool that converts time series of raster data into VTK point clouds. It's mostly visualisation functionality used for preparing our Unity demos (although I've added some extensions to the existing point cloud filter for the Data Explorer).

Is there a better place where to put this?
