Use 2D coordinate system for solid material orthotropy

Dmitry Yu. Naumov requested to merge endJunction/ogs:Use2DCoordinateSystemForSolidMaterialOrthotropy into master

Forbid usage of 3D local coordinate transformations for LinearElasticOrthotropic in the 2D case. Only 2D transformations are now allowed in the 2D case.
