add parameter to config and use it in HM process

Adds an optional algorithmic parameter for the staggered scheme (fixed-stress split) to the config (prj) and uses it in the implementation of the HM process. The optimal value for this parameter is not a-priori known, but there is a reasonable default value and certain bounds.
