[MPL] enable fracture normal rotation with EmbeddedFracturePermeability

FZill/ogs:EmbeddedFractureRotation into master

The same code as in OrthotropicEmbeddedFracturePermeability. Was not needed so far, but now a user wanted to test the rotation with this Permeability model. A local test shows that it works as intended, as in the other permeability model - I don't think a benchmark for this is strictly necessary.
