[ci] Added msvc-code-analysis.yml for GitHub Actions.

This will run a Visual Studio based code analysis with GitHubs CI on master.

Results can be viewed:

• At https://github.com/ufz/ogs/security/code-scanning
• In VS Code with the Sarif Viewer extension
