Draft: Generalized numerical stabilizer and consequently applied full upwind stabilizer to HC

Open wenqing requested to merge wenqing/ogs:stabilizer_update into master

A new new member function is added to the numerical stabilization classes in order to make stabilizer process independent. The new changes in numerical stabilization classes are applied to HC, which makes full upwind stabilizer be available in HC.
