[Web] Tutorial of creating mesh with BHEs and enhanced notebook to web conversion

This is a Jupyter Notebook format tutorial, illustrating the procedure of creating OGS mesh file with BHEs.

Also, notebook conversion infrastructure was expanded to allow notebooks to be placed in web/content.
