[cmake,guix] Guix package includes OGS_USE_NETCDF=ON.
- Added CMake logic for finding NetCDF in Guix
- Updated Guix package which now includes
OGS_USE_NETCDF=ON
- This will enable NetCDF-support in the container
- Also related: https://issues.guix.gnu.org/71552 (Creation of
/tmp-path in container)
