Add Algebraic BC in the assemble of the HeatTransportBHE Process

HBShaoUFZ requested to merge HBShaoUFZ/ogs:AlgebraicBcSettingForLinearSolver into master

This Algebraic BC feature is currently only available in HEAT_TRANSPORT_BHE process. The main idea is to extend the number of rows in the left-hand-side A matrix, in order to accommodate additional numerical constrains derived from the boundary conditions. The effect of this change is that Picard iterations could be avoided, leading to great acceleration of the BHE simulation.

The same numerical algorithm can later on also be applied to certain mechanical problems, but would need further generalization of the numerical solution part.
