support reading MAT_I_FLOW data in a FEFLOW mesh file

The changes are made for parsing MAT_I_FLOW data written in a FEFLOW mesh file. MAT_I_FLOW data store element-wise material properties for groundwater flow simulations (e.g., Kx, Ky, Kz).
